More than in any other situation, emergency operations following a terrorist attack must follow strict procedures established and validated beforehand in order to avoid casualties among emergency forces. When operations are launched on a natural or industrial disaster, most of the time the nature of the disaster is known; whereas in the case of a terrorist attack, the identified disaster may hide a more serious problem that can endanger the life of emergency forces. Therefore training beforehand is required to establish and test intervention practices protecting as much as possible intervening forces
